It means the outcome was a non neglectable possibility , consequence of voluntary risk-taking. Framing an active enforcement operation as an opportunity for performative “Resistance” against perceived (real or not) injustice ignores the fact that these encounters are real and not a game. They are real-world situations involving weapons, elevated stress, and again, split-second decision-making.
